The ground under Orlando is the Orlando soil series: deep, very well-drained sand, mapped across Orange County (https://soilseries.sc.egov.usda.gov/OSD_Docs/O/ORLANDO.html, HTTP 200). There is no rock to fight, so excavation is quick and the risk moves to under-building. Sand moves underfoot, fines migrate down through the profile, and a base laid too thin settles into ripples within a couple of seasons. A correct build strips the old lawn, grades away from the house, places an open-graded crushed-rock base over a non-woven geotextile separator, compacts it in lifts, and ties a positive outlet to the lot drainage. On the Butler Chain of Lakes side the water table is close to the surface, so the ground can be dry sand on Monday and saturated after a summer storm. That is the case where a positive drainage outlet and a slightly raised base earn their cost.
Orlando is one market with several different yards. A Lake Nona lot is new build on flat sand with an HOA packet to satisfy, a Winter Park lot is old canopy and shade with roots in the way, and a Windermere property is usually bigger, wetter and closer to the lakes. Each town page below covers the ground conditions, the permitting office and the rules that actually apply there.
Much of the Town of Windermere and the surrounding unincorporated area is served by Orange County Utilities, which publishes the county watering schedule directly: one day a week from November 1 to March 13, two days a week during daylight saving time, never between 10 a.m. and 4 p.m., and one hour per zone (https://www.orangecountyfl.net/WaterGarbageRecycling/WateringRestrictions.aspx, HTTP 200). The St. Johns River Water Management District sets the district-wide rules underneath (https://www.sjrwmd.com/wateringrestrictions, HTTP 200).

Windermere is the lake town: the Butler Chain of Lakes sits inside and around it, lots are larger than the Orlando grid, and a high share of properties back onto water or conservation. Big lots mean bigger turf jobs and more perimeter to anchor, and lakefront means the grade has to be right in both directions, away from the house and toward a legal outlet rather than into the lake. The town is small and the surrounding area is unincorporated Orange County, so the permitting authority depends on the exact address, and that is the first thing to check.
